A shower filter is not a softener.
Hard water is caused primarily by dissolved calcium and magnesium. Typical shower-filter media—KDF, calcium sulfite, activated carbon, vitamin C and sediment screens—do not remove those hardness ions in the same way an ion-exchange softener does.
Hair and skin can feel different even when hardness is unchanged
Removing free chlorine, sediment or some metals can change odor and perceived skin or hair feel. That can lead users to describe the water as “softer” even though the calcium and magnesium concentration has not materially changed.
This is why subjective reviews are useful for comfort signals but not as proof that a product softens water.

Do shower filters remove hard water minerals?
Generally no. Hard water is mainly dissolved calcium and magnesium. Most shower filters target chlorine, particulates or specific contaminants rather than removing hardness minerals.
Why can hair or skin still feel different after installing a shower filter?
Reducing chlorine or sediment can change odor, skin feel or hair feel even though hardness remains. That subjective improvement is not the same as softening the water.
What actually softens hard water?
Ion-exchange water softeners are the standard residential technology for removing calcium and magnesium hardness. Some scale-control technologies change scaling behavior but do not remove hardness in the same way.
Can a shower filter reduce scale?
A standard shower filter generally does not meaningfully remove the calcium and magnesium that cause scale. If scale is your problem, address hardness at the whole-house level.
