For ordinary municipal free-chlorine taste and odor, activated carbon is usually the simplest treatment category. The real decision is scope: one drinking tap, the refrigerator, the shower, or the whole house.
Use a certified point-of-use carbon filter when the problem is mainly drinking-water taste. Move to whole-house carbon only when chlorine at showers, laundry and every tap is part of the goal. First confirm your utility uses free chlorine rather than chloramine.
A direct-connect under-sink carbon filter can reduce chlorine taste and odor with high flow and no RO wastewater. For a kitchen-only problem, this is usually more efficient than treating every gallon entering the home.
If most drinking water comes from the refrigerator, a properly fitted cartridge with NSF/ANSI 42 chlorine taste-and-odor certification may solve the problem without another faucet or appliance.

Whole-house carbon makes more sense when chlorine odor is noticeable in showers, baths and multiple fixtures. Compare service flow, media volume, contact time and the exact disinfectant rather than simply buying the largest tank.

Chloramine is more persistent than free chlorine and can require catalytic carbon or more contact time. Check the utility report before choosing a system around a chlorine assumption.
A sudden unusually strong chlorine odor after utility work may reflect a temporary operational change. If the odor is extreme, irritating or accompanied by unusual appearance, verify the utility situation rather than assuming a new filter is the answer.
